Reviews are led by researchers, not a training-course certificate. Assessments are conducted directly by HCI's founder, Dr. Oleg S. (PhD, Development Administration), or by qualified team members with similar credentials, not by staff certified through a multi-day exam. Our methodology also draws on public administration theory alongside standard AI ethics frameworks, giving reviews a dimension most certification-based approaches don't reach. Our certification reflects the outcome of HCI's own independent expert review — it is not a legal conformity assessment or certification under the EU AI Act or any other regulation, and HCI is not a notified body.
