About Human Continuity Institute

Dr. H. Miri (Joshua) is a Lecturer and Researcher in the Information and Communication Engineering Programme within the International School of Engineering at Chulalongkorn University, Thailand. He earned his Ph.D. in Computer Science from the University of Hull in the UK.

With nearly 29 years of experience in Higher Education, Academia, and Industry across 9 countries, he has held several academic positions — including Assistant Professor of AI & Computer Engineering at CMKL University in Thailand — and taught a wide variety of courses spanning Computer Science, Mathematics, Artificial Intelligence, and Computer Vision.

His research agenda is interdisciplinary, covering Symbolic AI, Cognitive Robotics, Mixed Reality, Holographic Visualization, Human-Machine Interaction, Immersive Technologies for Education, Healthcare, and Agriculture, as well as Human Consciousness.

He is the lead and corresponding author of the first journal paper associated with the Human Continuity Institute, in which he refines the taxonomy of Coevolutionary Hybrid Intelligence and proposes a comprehensive framework for the 4th wave of AI evolution — synthesizing previously fragmented theories into a unified and practical taxonomy that forms the core of this work in AI. His research profile lists 15 published papers and more than 20 citations, spanning cognitive robotics, holographic health-information systems, and computer vision.

He is also the co-founder of the Human Continuity Institute. If he had to summarise the secret and purpose of life in a few words, he would simply say: “decency, integrity, compassion, and a commitment to serving and educating others.”

Oleg Shovkovyy is a versatile applied researcher, educator, and technology strategist with over a decade of experience spanning higher education, international business, and engineering across Europe, Australia, and Southeast Asia.

He holds a Ph.D. in Development Administration from NIDA Thailand, an MSc in AI and Computing Engineering from CMKL University, and an MSc in Strategic Management from ABAC Thailand — a foundation that uniquely bridges rigorous academic thinking with practical, technology-driven leadership.

As a lecturer at Burapha University International College (BUUIC), he has taught undergraduate courses in business, digital marketing, AI for Business, Machine Learning, and Linear Algebra, consistently emphasising the intersection of human values and technological innovation. His earlier roles in property development, electronics engineering, and cross-border marketing have given him an unusually broad perspective on how technology reshapes industries and societies.

It was at CMKL University — working alongside Dr. Miri and contributing to pioneering research on Coevolutionary Hybrid Intelligence — that his conviction crystallised: AI development without ethical grounding is not progress, it is risk. This conviction led him to co-found the Human Continuity Institute, an organisation he now leads with a focus on building the institutional, educational, and archival infrastructure that the AI age demands.

Drawing on his Ph.D. research in Development Administration, Oleg is also the architect of HCI’s ethical-review methodology — adapting a century of public-administration theory (Max Weber on legitimate authority, Mark Bovens on accountability, Michael Lipsky on street-level discretion, and Mark Moore on public value) into the structured, multi-criteria framework HCI uses to assess how AI systems operating inside government, courts, and public-benefit programmes actually earn legitimacy.

Oleg is committed to ensuring that the Human Continuity Institute becomes a genuinely global voice — one that bridges the technological frontier with the enduring values of human dignity, memory, and continuity. He believes the most important work of our generation is not building smarter machines, but ensuring those machines serve a wiser humanity.
