Government & Policy Partner

Government & Policy Partner

Help bring AI governance frameworks, training, and technical assistance to government agencies adopting AI before they have the capacity to govern it ethically.

Open — Focus: Southeast Asia & Sub-Saharan Africa

What the role involves

HCI’s Policy & Governance work supports government agencies and public bodies that are adopting AI for public services faster than they’re building the capacity to govern it ethically. That means helping draft governance frameworks, delivering staff training, and providing technical assistance grounded in the same standards behind our ethical-review work — the EU AI Act, the OECD AI Principles, UNESCO’s Recommendation on the Ethics of AI — alongside public administration theory.

Current focus is Southeast Asia and Sub-Saharan Africa, where agency demand for AI adoption is outpacing the governance capacity to manage it responsibly. This is a distinct track from institutional partnerships: it’s for individual contributors and consultants bringing policy, legal, technical, or regional expertise, not organisations proposing joint work.

Why get involved

  • Direct field impact — frameworks and training you help build get used by real government agencies, not filed away as recommendations.
  • Draws on HCI’s own applied public-administration research, grounded in theorists like Weber, Bovens, Lipsky, and Moore, alongside standard AI ethics frameworks — a dimension most governance consulting doesn’t reach.
  • Flexible engagement — advisory input, training delivery, or hands-on framework drafting, depending on your background and availability.
  • Fully remote unless a specific engagement calls for in-region work.
  • HCI is early-stage and building its funding base, so we’re upfront that most engagements today are unpaid or in-kind, not paid staff positions.

How to get involved

  1. Apply below, telling us your relevant background — policy, law, public administration, AI/technology, or regional expertise — and what kind of involvement interests you.
  2. We’ll follow up to talk through current and upcoming engagements that match your background.
  3. You’ll be looped in when a fitting opportunity comes up — a specific agency engagement, a training module, or advisory input on a framework in progress.
Any government or agency materials shared as part of this work are treated as strictly confidential. See our AI Ethical Expertise page for the frameworks this work draws on.
